semtimedop is a stub.
* debian/Config: Add -lutils to LIBS.
* makefile_install_config.patch: put back a default value for
lock_dir.

directory changed to /var/run/prayer/sockets.

- Reduce makefile_install_config.patch by not changing BROOT into DESTDIR.
- Override CDBS overriding CFLAGS.
